+3 Students Union

The functions of the College Union shall be:

  1. To organise academic discussions, debates and lectures on subject of literary and cultural interest.
  2. To conduct social and extra curricular activities.
  3. To invite persons of eminence to address the Union.
  1. MEMBERSHIP:
    1. Every student of the + 3 stream of the college is ipsofacto a member of the Union. No one whose name is not on the rolls of the college can be a member of the Union.
    2. The meeting of the Union shall be open to all members of the teaching staff who, if so desire, can take part on the proceedings of the meeting.
  2. EXECUTIVE AND ITS DUTIES:
    1. The following shall form the Executive of the Union.
      1. President
      2. Vice- President
      3. Secretary
      4. Asst. Secretary
      5. One representative from each of the +3 classes of each faculty and a representative of the girls.
    2. The Executive shall manage all the affairs of the Union and the proceeding of its meeting shall be submitted by the Secretary after every meeting is over, to the Principal, through the Advisor for his approval.
      1. The fund of the Union shall be controlled by the Principal.
      2. The Secretary shall maintain the accounts and whenever necessary shall draw money through the Advisor, on written request to Principal. The request in every case has to be signed by the Advisor, College Union. The Secretary is liable to submit the accounts of the expenditure made by him before the College Union i.e. before the Executive Committee and should get it approved.
      3. The Secretary shall submit an annual statement of accounts to be approved by the General Body at its next Annual Meeting.
      4. The quorum for the meeting of the Executive Body is fixed at 40% of the total strength of the Executive Body.
  3. ADVISOR:
    1. There shall be an advisor appointed by the Principal from amongst the members of staff.
    2. The advisor shall be present at all meetings of the Union and its Executives. He will assist with helpful suggestions whenever necessary in the proper conduct of the Union meeting.
    3. The Advisor may at any time during meeting on the request of the President explain the scope and effects of motion or an amendment.
    4. The interpretation given by the Advisor on any matter referred to him, shall be final and binding.
    5. The Advisor may, if he is unable to be present at a meeting request the Principal to nominate the Associate Adviser to take his place who shall discharge all the functions of the Advisor.
    6. The Advisor can preside over a meeting if specially requested by the Principal.
  4. PRESIDENT:
    1. Any member of the Union except +2 classes is eligible to contest for office of the President of the Union.
    2. The President shall preside over all meetings of the Union and those of the Executive at which he is present. He shall be responsible for maintaining order and interpretation of rules. His ruling shall be considered final subject to rule 4(d) above.
  5. VICE-PRESIDENT:
    1. Any member of the Union except +2 classes is qualified to stand for Vice-Presidentship unless otherwise restricted through express provisions.
    2. In the absence of the President, the Vice -President shall assume all his rights and discharge all his duties.
  6. SECRETARY:
    1. Any member of the Union except of +2 classes is eligible to contest for the Secretaryship of the Union.
    2. The Secretary shall arrange debate and give notice of all meetings in consultation with the Executive and record the minutes of the meeting.
    3. The Secretary is liable to executive all decisions of the Executive.
  7. ASST. SECRETARY:
    1. Any member of the Union except of the +2 classes is eligible to contest for Asst. Secretaryship unless otherwise restricted through express provisions.
    2. The Asst. Secretary will perform the duties of the Secretary in his absence.
  8. THE ELECTION OF THE OFFICE BEARERS:
    1. Once in the beginning of each academic session on a date as may be fixed by Principal, elections shall be held to different offices of the executive of the College Union provided that normal conditions prevail.
    2. The Principal or his nominee shall conduct the election. Two week notice shall be given for the election.
    3. Nominations to such elections duly seconded shall reach the Principal or his nominee in writing eight clear days before the date of elections. Such nominations should contain the consent of the nominees concerned. No student shall be proposer or a seconder in more than one nomination paper for anyone post and no student can contest for more than one post.
    4. The nominations after proper scrutiny by the Principal or his nominee shall be published six days before the date of election. Withdrawal if any may be made in writing with in two days of the publication of the list of candidates. In the interest of general discipline of college the nomination of any member may be rejected by the Principal.
    5. Every member of the Union has right to vote in every election. No member shall have more than one vote for each of the office to be filled.
    6. Election shall be conducted and votes recorded in such a manner as the Principal shall determine.
    7. The candidate for any post obtaining the largest number of votes shall be declared elected. In case of equality of votes between any two or more candidates the election of successful candidate shall be decided by lot.
    8. Election shall be direct and conducted on the basis of secret ballot.
  9. VACANCIES IN OFFICES:
    A member of the Executive shall hold office for the entire session except when he :
    1. The following shall form the Executive of the Union.
      1. ceases to be a member of the Union or
      2. tenders his written resignation addressed to the Principal or
      3. is removed from office as provided in Rule 10 (b) below.
    2. Any office bearer shall be removed from office if he fails to discharge his duties properly. A motion for a vote of no-confidence against such a member of the Executive can only be brought forward before General Body for consideration provided at least 30% of the members of the Union sign requisition. The Principal shall call for an extraordinary meeting of the Union to be held specially for that purpose giving at least four days notice. Such a motion shall be deemed to have been passed only if not less than 60% of the total strength of the Union vote in its favour.
      1. Each vacancy shall be filled by holding a bye- election.
        The procedure for bye-election shall be the same as that for the election at annual meeting.
      2. No decision of the executive shall be deemed invalid on the ground that there are temporary vacancies.
      3. Any office falling vacant after January will be kept vacant. The function of the vacant office will be looked after by the President or the Secretary.
      4. If any class representative loses the confidence of the class, he is required to resign at the request of the majority members of the class.
  10. MEETINGS:
    1. ANNUAL MEETING:
      With in one week after the election is over, the annual meeting of the Union will be held, where
      1. The outgoing Secretary will submit the annual statement of accounts.
      2. The outgoing Executive will be relieved.
      3. The newly elected executive will assume office.
      4. Amendments to the constitution if any, are to be brought forth.
    2. ORDINARY MEETING :

      Ordinary Meeting shall be held once in a fortnight. Such meeting shall be arranged by the Secretary in consultation with the President.

      The Secretary shall be responsible for issuing notice at least two days prior to the meeting containing, particular such as the date and place of meeting, subject for the debate, names of atleast five speakers of the day etc. A person not connected with the College may also be invited to take part in the debate provided the Principal permits. In the absence of both the President and Vice-President the members present shall elect a Chairman from among themselves. The Advisor or Associate Advisor taking the chair during the election.

    3. EXTRAORDINARY MEETING:
      An extraordinary meeting of the Union may be convened :
      1. At the Principal's discretion.
      2. On written request addressed to the Principal and signed by not less than 20% of the members of the Union.
      3. On the request of the members to the Principal. The Principal or his nominee shall preside over every extraordinary meeting. No meeting can be convened in the College premises without prior approval of the Principal.
  11. PROCEDURES IN THE MEETING:
    1. In the absence of both the President and Vice-President for an ordinary meeting members present will elect a Chairman, from amongst themselves. The Advisor or the Associate Advisor will take the chair until the election is over. The Chairman shall discharge all the functions of the President during the meeting.
    2. At the commencement of each ordinary meeting, the Secretary shall read the minutes of the last ordinary meeting and subsequent meeting of the Union if any. The minutes on being approved by the members present shall be signed by the President.
    3. Every speech shall be relevant to subject of the debate or the amendment proposed. No personal reflection shall be made in the course of meeting.
    4. No member other than the mover of the motion shall speak more than once in course of debate. At the conclusion of the debate the mover at his option may reply to the debate.
    5. The mover and opposer may speak for eight minutes each. The other speakers, shall speak for not more than five minutes each. The time limit can be reduced at the discretion of the President. Ordinarily no meeting shall last for more than two hours.
    6. The President may, if he so desires take part in the debate, the Vice- President or in the latter's absence some one else at the President's request taking the chair while he does so.
    7. For each ordinary debate, the Secretary shall in consultation with the Advisor request one or more members of the staff, to serve as observers. At the conclusion of the debate and the voting the observers shall offer their constructive remarks with a view to improve the standard of the debate.
  12. PROCEDURES IN THE MEETING:
    1. The President of the meeting shall decide the order in which the amendments are to be made.
    2. No amendments shall be discussed which are not duly seconded in the meeting and given notice at least a week earlier.
    3. An amendment passed by the majority of 2/3rd of the members of the Union and approved by the Principal will be effective from the day of approval.
  13. VOTING ON THE DEBATE:
    1. At the conclusion of the debate as soon as the mover of the motion has exercised or formally waived his right to reply, the amendment, if any shall first be put to vote. If the amendment is lost, the original motion shall then be put to vote. Voting shall ordinarily be done by show of hands.
    2. If the votes are equally divided the President shall decide the question by lot.
  14. POINTS OF ORDER:
    The Advisor, Associate Advisor or any member may call the President's attention to a point of order, even while a member is speaking, but no speech shall be made on such point of order. The decision of the President shall be final.
  15. DISCIPLINE:
    The President may call any member to order if any member disobeys or disregards any order or ruling of President, the Adviser or Associate Advisor, as he deems fit or even ask the member to withdraw from the house. If necessary the President may dissolve the meeting.
  16. The Principal shall be the final authority in all matters pertaining to the Union.
